The Digital Accessibility team uses this app to check color contrast on a daily basis. Web Content Accessibility Guidelines (WCAG) 2.1 Level AA require a contrast of 4.5:1 between the color of the TEXT in the foreground to the color of its ADJACENT BACKGROUND.

To ensure that your design or document meets this requirement, you have to test. This tool makes it simple, with a color dropper that you can move to any area on the screen. The results show immediately, allowing you to lighten one color and darken the other (or vice versa) until you meet the contrast requirements.

TRICK OF THE TRADE: put an opaque shape between the text and background so the contrast immediately improves. See the graphic below for an example (Graphic: "Are You A Student With At Least One Disability?)
